우리말에 먼저 사람이 되어라 라는 말이 있습니다. 우리는 소위 고위층이라는 인사들이

하루가 멀다하고 각종 비리로 잡혀들어가는 것을 안타깝게도 너무나 많이 보아오고 있습니다.

앞으로 이공계 출신이 정관계에 진출할 기회가 더욱 확대되고 있으며
이글을 보시는 여러분이 먼 훗날 그 자리에서 사회에 많은 영향력을 미치게
될 것입니다. 그러나 우리나라 대학에서는 우리가 가져야 할 윤리의식을
가르치지 않습니다. 미국에서는 대학에 입학할 때 컨닝을 안할 것이며
숙제를 배껴내지 않겠습니다 하는 서약서를 자필 서명과 함께 받고
걸릴 경우에 이를 근거로 매우 강력하게 처벌하고 있습니다.

그래서 다음을 꼭 숙지하시라고 권하고 싶습니다. 사실 저도 지키려고
노력하지만 훈련이 덜 되어 어려울 때가 많이 있습니다 ^^

다음은 미국 전자공학회 (IEEE) 에서 제창한 “IEEE Code of Ethics”
입니다. 윤리헌장 같은 것입니다. 먼저 원문을 올렸고 첨부파일은
고맙게도 우리과 경종민 교수님께서 의역하신 PowerPoint 자료입니다.

We, the members of the IEEE, in recognition of the importance of our technologies in affecting the quality of life throughout the world, and in accepting a personal obligation to our profession, its members and the communities we serve, do hereby commit ourselves to the highest ethical and professional conduct and agree:

1. to accept responsibility in making engineering decisions consistent with the safety, health and welfare of the public, and to disclose promptly factors that might endanger the public or the environment;

2. to avoid real or perceived conflicts of interest whenever possible, and to disclose them to affected parties when they do exist;

3. to be honest and realistic in stating claims or estimates based on available data;

4. to reject bribery in all its forms;

5. to improve the understanding of technology, its appropriate application, and potential consequences;

6. to maintain and improve our technical competence and to undertake technological tasks for others only if qualified by training or experience, or after full disclosure of pertinent limitations;

7. to seek, accept, and offer honest criticism of technical work, to acknowledge and correct errors, and to credit properly the contributions of others;

8. to treat fairly all persons regardless of such factors as race, religion, gender, disability, age, or national origin;

9. to avoid injuring others, their property, reputation, or employment by false or malicious action;

10. to assist colleagues and co-workers in their professional development and to support them in following this code of ethics.

특히 어려운 것이면서 중요한 것이 2번의 conflict of interest 인 것 같습니다.

자신과 이해가 걸려있는 일에 대한 처신을 말하고 있습니다.
이것이 우리나라 사람들이 잘 배우지 못했고, 훈련이 덜 되어 있고,
그래서 잘 안 지켜지며 이로인해 이 사회의 물이 전반적으로 흐려져 있다고 생각됩니다.

저는 이것이 우리가 어렸을 때부터 자꾸 가르치고, 적절한 예를 통해 훈련을 하면 충분히 할 수 있는 것이라 생각합니다.

우리 민족은 단일 민족이라서 많은 사람들이 하면 자신도 하게 되어 사회가 순식간에 바뀌는 특징이 있습니다.

국민 소득 2만불의 시대가 되려면 사회 전반의 질서 의식과 윤리 의식이 바뀌지 않고는 어려울 것이라고 많은 사람들이 말하고 있습니다.

우리도 이러한 윤리헌장이 있다는 것을 알고, 무엇을 조심해야 하는지 알고, 조금씩 실천해 나갈 수 있도록 해야 하겠습니다.
